New Tribute Website to California Photographer, Earl Cecil Payne, is officially open to the public.
This website was created by the Foundation to honor Mr. Payne and to thank the Payne family for their generosity. This website will continue to grow as more of the Payne collection is cataloged and digitized at the California State Library. Please stop by and browse around….Link is below.
